CB2 General Meeting; April 9, 2014

Community Board 2 (CB2) will hold its next general meeting at 6:00 pm on Wednesday, April 9. The meeting will be held in the Pfizer Auditorium in the Dibner Building at the NYU Polytechnic School of Engineering, 5 Metrotech Center, off of the Metrotech Commons.

Presentations

There will be two presentations prior to meeting. David Ehrenberg, President and CEO of the Brooklyn Navy Yard Development Corporation, will provide an update on the industrial park.

At full build-out, the Steiner Media Campus will comprise nine historic and new buildings and a new "back lot" on the former Naval Hospital site, top.

Josef Szende, executive director of the Atlantic Avenue Business Improvement District, will be joined by staff from the Historic Districts Council; Deputy Director Nadezhda Williams and Barbara Zay, a preservation associate. The three will speak about the "Six to Celebrate" program, which includes Atlantic Avenue this year.

Meeting Agenda

The meeting will begin with approval of the agenda and the minutes of the March 12, 2014 general meeting. CB2 Chairperson Shirley A. McRae and District Manager Robert Perris will report.

Committees for Board Action
As chairperson of the Executive Committee, Ms. McRae will present a committee recommendation (10-0-1) that CB2 ask Mayor Bill de Blasio to redraw the district boundaries so all of the Atlantic Yards mixed-use development is in Community District 2.

Currently, Atlantic Yards straddles the boundaries between Community Districts 2 (top and far left), 6 (lower left) and 8 (lower right).

Parks committee chair Andrew Lastowecky will present the committee's unanimous (6-0-0) recommendation that Community Board 2 endorse House Resolution 1501, a bill "To direct the Secretary of the Interior to study the suitability and feasibility of designating the Prison Ship Martyrs' Monument in Fort Greene Park, in the New York City borough of Brooklyn, as a unit of the National Park Service."

Hemalee Patel, chairperson of the transportation committee, will present the committee's recommendation that CB2 support proposals to install "bike corrals" at four locations on Fulton Street; at Rockwell Place (proposed by BRIC), South Oxford Street (proposed by the FAB Alliance), Washington Avenue (proposed by the FAB Alliance), and in front of Fulton Bikes, 997 Fulton Street (proposed by the retailer). All of the sites were recommended unanimously (8-0-0) except for the last, which was approved by a vote of 5-2-1.

The general meeting will conclude with an open session at which the public may speak briefly—please sign the speakers list—and other business as introduced by board members.

Prior to the April 16, 2014 meeting of the Land Use Committee, Community Board 2 will hold a public hearing

IN THE MATTER OF an application filed at the Board of Standards and Appeals (#46-14-BZ) for a special permit to allow the operation of a physical culture establishment in portions of the cellar and ground floor of a commercial building under construction at 252-260 Atlantic Avenue.

Community Board 2 is holding this hearing to provide the public the opportunity to comment on this proposed application. Notice of this public hearing will be publicized in The City Record. Community Board 2 will send this notice to the local and major press, to community groups, the private and public sector, and community residents on the board's distribution lists. Community groups and individuals representing all segments of the community are encouraged to participate.
