Community Board 2 (CB2) will hold its next general meeting on Wednesday, October 9. The meeting is scheduled to begin at at 6:00 pm and will be held in the Pfizer Auditorium located in the Dibner Building, Polytechnic Institute, 5 Metrotech Center (off of the Metrotech Commons).

There will be two informational presentations prior to the meeting. The New York City Department of Housing Preservation and Development (HPD), the Gotham Organization and FXFOWLE Architects will present the building planned for BAM North Site 1, 598 Fulton Street, between Rockwell Place and Ashland Place.

Jack Hammer, HPD director of Brooklyn planning, will introduce the project. Melissa Pianko, executive vice president of development, and Adam Zeidel, manager of acquisitions, will speak on behalf of Gotham. FXFOWLE Architects will be represented by Senior Partner Dan Kaplan and Gustavo Rodriguez, an associate.

The second presentation will be from Emily Colasacco, manager of the Urban Arts Program at the Department of Transportation (DOT). Ms. Colasacco will show the community the design for "Silent Lights," a temporary art installation designed by the Artist Build Collaborative. (See below.) Originally planned for beneath the Gowanus Expressway, the light and sound environment will be installed near Navy Street and Park Avenue.

Meeting Agenda

The meeting will begin with approval of the agenda and the minutes of the September 11, 2013 general meeting. John Dew, CB2 chairperson, or his representative will report, as will District Manager Robert Perris. The nominating committee for the election of the 2014 officers will be announced as part of the chairperson's report.

Irene Janner, CB2 first vice chairperson, will present the community board's Fiscal Year 2015 register of budget priorities as recommended unanimously (8-0-0) by the Executive Committee. The community board's recommendation is made annually to the Office of Management and Budget.

Land Use Committee chair Lawrence Whiteside will present the committee's unanimous (10-0-0) recommendation that CB2 endorse the design for new sound stages and back lot planned by Steiner Studios for along Kent Avenue. (See below.) The recommendation from CB2 will be considered by the Public Design Commission (PDC) as part of its review pursuant to the New York City Charter.

Hemalee Patel, chairperson of the Transportation and Public Safety Committee, will present the committee's unanimous (7-0-0) endorsement of the design for the portion of the Brooklyn Waterfront Greenway on Flushing Avenue between Navy Street and Williamsburg Street West. Like the Steiner project, the community board's recommendation is to the PDC.

The committee also voted unanimously (8-0-0) in favor of three DOT initiatives:
—     Conversion of Middagh Street, between Hicks and Willow streets, from two-way traffic to travel one-way westbound;
—     Installation of a bike corral in front of 180 Smith Street; and
—     Expansion of the dedicated bus lanes on Fulton Street, between Flatbush and Lafayette avenues, to Monday-Friday, 7:00 am-7:00 pm.
The three preceding items are for recommendation to DOT.

The general meeting will conclude with an open session at which the public may speak briefly—please sign the speakers list—and other business as introduced by board members.
