Memo from the HTDC Executive Director: Robbie Melton

Thank you all for your testimonies this legislative session. It was critical for getting our bills moving forward. Your voice is vital to represent Hawaii’s innovation and entrepreneurial community with the legislators.

The testimonies you submitted helped get our CIP request for the Innovation Hub passed through the House Finance Committee and the Senate Ways and Means Committee. This allowed the CIP request to move forward for funding at the conference committee.

Last week Friday, the conference committees concluded their discussions for this legislative session. Funding for construction of the HTDC new Innovation Hub, the Hi-Growth Initiative, and the expanded HISBIR program did not make it into the final budget. The committee report states significant cuts were necessary due to the reduced revenue projections from the Council on Revenue.

The R&D tax credit revisions, and the manufacturing tax credit also did not pass.

One bill did pass, SB2981 SD2, HD1, CD1, amending the state plan policies, objectives, and priority guidelines to promote and encourage innovative activity in the economy. The bill is significant for legislation in future years because it makes entrepreneurship a number one priority to achieve the general economic objectives of the State. The bill will next go to floor vote and then to the Governor.

What does not getting the CIP funding mean for HTDC and its programs?

HTDC will continue promoting innovation and entrepreneurship for the State of Hawaii and running our business assistance programs. With all of the testimonies in support of HTDC, many legislators are better informed and will look for ways to support HTDC outside of legislation. We will be working on extending the lease at MIC and come back next session requesting funding for a new facility. We will be seeking your support again.

Mahalo from all of us at HTDC for your support this session!
