FMCSA Medical Programs
The office of Medical Programs will be requiring a National Registry of Certified Medical Examiners. The regulation establishes specific guidelines for healthcare professionals who perform physical qualification examinations for truck and bus drivers. To become a certified medical examiner (ME) and be listed on the National Registry, healthcare professionals must complete training and certification on the Federal Motor Carrier Safety Administration's (FMCSA) physical qualifications standards and guidelines. ME's must be certified by May 21, 2014.

Main points to note about this new requirement:

Only certified Medical Examiners may conduct physicals after May 21, 2014.
Medical examiners must be certified and listed on the National Registry by May 21, 2014.
Despite the implementation date being over a year away, Medical Examiners should be looking into certification now.
Employers should be keeping track of there Medical Examiners certification progress. Employers not utilizing certified examiners after May 21, 2014 will be penalized.
The National Registry website is accessible to carriers, drivers, enforcement officials, and the general public.

MIS Reports
DOT MIS Reports are being processed and will be reported no later that March 1, 2013. If you have received a DOT request to report your MIS stats to DOT, please let us know as soon as possible. If you do not receive your report by March 1st please contact us and we will resend it out. MIS Reports will be e-mailed to the primary DER of the company. If you are in a consortium please note the consortium stats will be listed. This shows that the consortium and the company are in compliance.

If you are required by your DOT mode to report your stats using DOT's website and need assistance, please let us know. If you are required to report, each DOT mode has specific cutoff dates for reporting. Please do not delay in getting your stats reported. Companies required to report to DOT either have an obligation based on the mode they are covered by (and know of the requirement) or have received a formal letter from the Department of Transportation with reporting instructions and a user and password for login to the DOT MIS reporting system.

Background Screening Updates

Importance of Driving Records
Driving records are one of the most overlooked components in a background screening. Many employers only require a driving record for jobs requiring driving as a job task and other employers leave out the search all together. As a result, employers miss out on this important screening tool. While the employee may not have any misdemeanors or felonies, they may have a series of other offenses only present on a driving record that can raise a "red flag" when screening.

Some employers use systems that may overlook driving offenses, only to have problems later on. For example we are finding it common to report positive drug screen results to employers on prospective employees that have DUI offenses on driving records. We have also found reports of high levels of absenteeism and/or accident history, when interviewing past employers during background screenings, on prospective employees that have a series of speeding tickets. Driving records may seam insignificant, however they should not be overlooked as an insignificant component.

Some things to look for when reviewing a driving record:
* Do they have any drug or alcohol offenses? How many?
* Do they have any warrants or unresolved issues?
* Is the licenses valid or restricted?
* Do they have a history of speeding or reckless driving?
* Are there a large volume of offenses?

Collection & Breath Alcohol Certification
Mobile Occupational Services Training Department will be offering open enrollment again for DOT required certified drug collections and breath alcohol testing. DOT requires anyone performing a DOT collection or breath alcohol to be certified and all certifications must be renewed every 5 years. Employers are required to keep track of certifications and only utilize certified collectors and BAT's.

If you or your collection facility need certification or re-certification, enrollment can be made on our website. Please note that classes on location require a minimum enrollment of students as well as travel fees.

REASONABLE SUSPICION TRAINING
Classes continue to fill up fast for our monthly reasonable suspicion training for supervisors class.

NOTE: ALL CLASS DATES ON OUR MOS CAMPUS ARE FILLED UNTIL FEBRUARY 2013.

A reserved seat must be made prior to attending, please do not show up without a reservation; seats will not be available.

If you need training or need a refresher, please contact us and book your class as soon as possible to reserve your spot. On site classes are available, contact our office for details.

Owner Operators / Independents

MIS Reports
MIS reports will be completed by March 15th, 2013 for the 2012 calendar year. Please note that because you are owner operators that the MIS Report will show the stats for the entire pool to show compliance. Reports are only sent by request, but are always available by logging into your DEMI account on our website. If you are having an inspection and it is a component requested for your inspection and you can not retrieve your copy, please contact us for a copy of the report.

2013 Consortium Enrollment
Re-enrollment fees were invoiced and due by November 15th, 2012. Once we received your re-enrollment form and fees, your 2013 packet was mailed to you. All those that have not paid have been dropped and DOT has been notified. If you sent payment but did not complete the re-enrollment form, this must be done before we can send out your 2013 packet.

We now have a NEW consortium pool that covers all fees for a year with one flat rate.

1 Enrollment Fee for the year with no cost for random testing.
No per test fees for randoms
No collection fees
No breath alcohol fees
Just 1 fee that covers your enrollment for the year.
