Hard Decisions in Challenging Times:
Can Budget Cuts and Program Quality Co-Exist?

The possibility of sequestration looms large as we enter 2013. In less than 60 days, it is possible that Head Start programs will be asked to reduce their budgets substantially as a result of the funding cuts required by sequestration. Estimates are that you may be asked to present a plan that reduces your expenditures by 8.2-8.9% while maintaining high quality services.

Consider the following:

Have your leadership team, Policy Council and Governing Body been having discussions about how your program might respond to this challenge?
Do you have plans in place that minimize the short- and long-term effects of budget cuts and that ensure a smooth transition through a difficult period?
Have you considered all options for reducing your budget as well as the consequences of certain cuts (e.g., more claims on your unemployment insurance)?
