Community Board 2 (CB2) remains on summer recess, as provided for in Section 2800(h) of the New York City Charter. At its June 12, 2013 general meeting, the community board voted unanimously to authorize the executive committee to act on its behalf during the summer. Accordingly, board business that would have been referred to other committees from September to June will be considered by the executive committee as follows:

A public hearing with regard to a Uniform Land Use Review Procedure (ULURP) application—begun on July 22, 2013—will resume prior to the committee meeting (see below). The committee will vote on ("For Executive Committee Action") or refer to the full board ("For Board Action") the items listed below.

All committee meetings of Community Board 2 begin with the approval of the agenda and introduction of the committee officers. The meetings conclude with the approval of the previous month's meeting minutes, a chairperson’s report, other business and a community forum during which the public may speak.

IN THE MATTER OF an application submitted by Long Island University pursuant to Sections 197-c and 199 of the New York City Charter and Section 5-430 et seq. of the New York City Administrative Code for an amendment to the City Map involving:

the narrowing by elimination, discontinuance and closing of [a portion of] Willoughby Street between Fleet Place and Ashland Place;
the narrowing by elimination, discontinuance and closing of [a portion of] Ashland Place between Willoughby Street and DeKalb Avenue;
the elimination of [a] Public Place between Willoughby Street, Fleet Street, and Fleet Place;
the delineation of public access easements in Willoughby Street and Ashland Place;
the adjustment of grades necessitated thereby;

including authorization for any acquisition or disposition of real property related thereto, in Community District 2, Borough of Brooklyn in accordance with Map Nos. X-2737 and X-2738 dated June 26, 2013 and signed by the Borough President.

Public comment on the changes to the City Map and road geometry, the streetscape design and disposition of city-owned property was heard at the June 18, 2013 meeting of the community board's transportation committee and the executive committee meetings held on June 24 and July 22, 2013.

Testimony at the August 26, 2013 public hearing will be limited to a minute-and-a-half per speaker. Speakers are advised to organize their comments, avoiding unnecessary background and context, to ensure there is time for any specific recommendations for consideration by Community Board 2.

Proposed Revision of the Community District 2 Boundaries

The Atlantic Yards mixed-use development straddles the boundaries of Community Districts 2, 6, and 8 (see below). Prior to the opening of the Barclays Center, the New York Police Department (NYPD) analyzed service in the 77th, 78th and 88th precincts. NYPD determined the most effective delivery of police services would be accomplished by moving the boundary of the 78th Precinct from Pacific Street (the line passing through the arena in orange below) north to Hanson Place, South Elliott Place, Academy Park Place, South Portland Avenue and Atlantic Avenue.

District Manager Robert Perris will present a proposal to recommend to Mayor Michael R. Bloomberg that the boundary of Community District 2 be changed to be coterminous with the revised boundary of the 78th Precinct. Pursuant to Section 2702(a) of the New York City Charter, the mayor may recommend changes to the community district map every ten years. The deadline for the mayor to submit recommendations to the City Council is October 1, 2013.

Items Not Reviewed

In order to ensure that the executive committee has sufficient time to discuss more complex matters before Community Board 2, the opportunity to review the following items has been waived. Public hearings on these applications will be held in the future by the Department of Transportation (DOT), in the case of the first item, and LPC. Petition for Revocable Consent to construct, maintain and use a fenced planting area at the northeast corner of Pacific and Hoyt streets, nominally 339 Pacific Street. The existing fence and plantings are proposed to be replaced. However, the width of the sidewalk will not be made narrower than as currently configured.
LPC Application to modify the storefront at 44 Court Street (Duane Reade, Borough Hall Skyscraper Historic District) to comply with the Americans with Disabilities Act and improve the signage.
LPC Application to replace the brick chimney at 35 Pierrepont Street (Brooklyn Heights Historic District) with a stainless steel flue painted or otherwise finished to match the east façade.
LPC Application to replace a bay window on the non-original rear yard extension at 14 Garden Place (Brooklyn Heights Historic District) with a new window, slightly enlarging the opening.
LPC Application to install a sign in front of 128 Pierrepont Street (Brooklyn Historical Society, Brooklyn Heights Historic District).

In addition, all pending applications to the New York State Liquor Authority have been scheduled for review by the community board's Health, Environment and Social Services Committee on September 9. The committee's meeting has been rescheduled from its usual day, the first Wednesday of the month, to avoid a conflict with Rosh Hashanah.
